The Wonder Artist(TM) To The Rescue! Help, I need some info! First Close-up

First Close-Up; First Photograph

General Erich Ludendorff(?) seen here on the left in this close-up from the photograph. If you know anything about the medals he's wearing, (I believe the bottom one is the Iron Cross), or his rank or the rank of the man he is speaking to, I would be interested in that, too. Any one have any ideas who that may be that he is speaking to?
